Puppy Doesn't Like Stairs

Molly, sheltie puppy (9 1/2 months old),  doesn't like to walk up and down stairs and won't do it unless forced to.  I've tried enticing her with food, which she usually will do anything for, but even that doesn't help.  
I took Molly to a park with steps and she walked around the steps whenever possible.  
Our last dog, Toby, a cocker spaniel, was the opposite.  He loved to run up and down stairs and did it on his own as a very young puppy. 
Even if I keep practicing with her, I'm not sure she'll ever voluntarily walk up and down stairs.  I've gone down to our basement, which has carpeted stairs, and called to her and she still wouldn't come down.  When we had Toby, he would race down the stairs every chance he got.
Does anyone have any suggestions?  You guys always have such good ideas.
