Jumping on People

I have, without any success, been able to stop my shih tzu from jumping up on me and others. I tried the space games, I tried pushing him down and saying off, and I just recently tried a technique whereas when he jumps, I hold his paws and gently rock him back and forth. This helped some, but I also sit in my kitchen and my pup jumps on me to get my attention. My main issue is with the sitting position, because it makes it much harder to step into his space. He's 5 months old now.

I realize it may be more difficult to reinforce this with a small dog, but small or not, I want four on the floor. is there a game that might help? He really enjoys the training games and that is one of the reasons he jumps to get my attention, so he can play more training games.

Any suggestions?
