please help, housemates dog driving me crazy

I have a housemate who got a rat terrier puppy last year. He was supposed to train it but hardly has at all. He works nights and I'm left to watch him most of the time. He constantly bites at your feet, hands, or what ever he can. He jumps all over me and guests. His barking is a constant problem, although he has a bark collar, but it doesn't seem to work very well. He jumps up on the counters like a cat, and eats food off of it. He wouldn't hesitate a second to jump on a chair and help himself to the dinner table. When I have guests over he likes to jump on top of the couch and then procede to lick my guests. If my housemate is present he will rarely say or do anything. Also the dog WILL NOT listen to me. He will leave the yard and not come back for me. He just looks at me when I call him and walks away. Also I am having huge allergy problems with him. He is hardly ever bathed. And NEVER brushed. He sheds daily and it's all over the furnature and the house. I get stuck cleaning it up. Problem is I really need my housemate to help with the bills, other wise I would have said enough is enough. Any ideas out there people? It would be greatly appreciated! Thanks.
